The Oregon House voted on Tuesday to pass a measure which would consider throwing semen at people “sexual abuse in the second degree”.
Introduction of the bill came after an incident last June when a man threw his semen on a mother in a Portland area Target store. The mother had her daughter with her who was the one to first notice the semen on her mother. In that case the man was convicted of assault although state representatives thought he should have been convicted of sexual assault.
It has since been found that throwing semen on a person has become a common ritual for gang initiations.
The bill, if passed by the Senate would consider the following “sexual abuse in second degree”:
For the purpose of arousing or gratifying the sexual desire of the person or another person, intentionally propels any dangerous substance at a victim who does not consent thereto. . . . As used in this section, “dangerous substance” means blood, urine, semen or feces.
When it came time to vote on the bill (House Bill 2478), Rep. Chris Garrett was said to have been ‘squeamish’ saying simply “Good bill. I urge your aye vote.” When asked if there were any closing remarks, Garret firmly said “No.”
House Bill 2478 passed 57-0 and is now on its way to the Senate.
