Dick Cheney And The Return Of The Secret Location

450px-46_Dick_Cheney_3x4The story of the secret spy and torture programs under the Bush Administration seem to get slightly more complex and a lot more problematic as time goes along. Now it appears that President- er- Vice President Cheney was involved in informing the CIA to not tell anyone about the secret programs that he had ordered initiated. According the CIA, these programs were not sufficiently developed in order to warrant reporting to Congress about their creation nor their activities. Current CIA director Leon Panetta disagreed with their assessment and ordered the program terminated after he discovered it in June. Upon learning of the program on 23 June, Panetta not only terminated the program, but called an emergency meeting with Congressional leaders to explain the program and to inform them that it had be ended.

What this program was intended to do, and how it was intended to function has not been released. According to one source cited by the Associated Press, the CIA has several such embryonic programs which are intended to gather intelligence and counter-intelligence, but that none of them have been fully disclosed. The belief on the part of the CIA is that informing Congressional leaders about every single nescient program within the agency would be far too time consuming. Given that this one took almost eight years to get even to the point where it was just even beginning to think about beginning trials for intelligence gathering, one has to wonder if the cost of such programs is worth it.

According to this same report, even the head of the CIA at the time, General Michael Hayden, knew very little about the program, and was briefed about it only occasionally. What is not said is whether or not Vice President Cheney went around the CIA director’s back to work more directly with CIA operatives. Such a move would be highly unusual, and highly suspect, but may not be directly illegal.

A variety of reporters have attempted to reach Vice-President Cheney. Perhaps he has returned to his famous “undisclosed location” after spending several months in the public eye defending the actions of the Bush Administration.

However, it is possible that Dick Cheney is off to his “undisclosed location” in order to avoid the potential new problem looming on the horizon as Attorney General Eric Holder begins to seriously consider appointing someone to investigate the torture programs that President George W. Bush and his administration appear to have created.

According to Jonathan Turley of George Washington University, a variety of laws have been broken by both Bush and Cheney over the last several years. Certainly one area to investigate would be the firing or forced departure of honest, hardworking intelligence operatives and analysts for a variety of reasons stretching from their being gay or lesbian to their inability to deal with the ethics of having to be involved with what appears to be the wholesale manufacture of certain elements of intelligence in order to justify a variety of issues.

    If the CIA kept information from Nancy, based on a fear of incomparable regular disclosure; Isn’t she making their case for them?
