Just because Defense is two positions lower on the line of secession than State does not mean it’s a demotion. Look at Homeland Security. It’s last but arguably the fifth most prestigious position in the cabinet. Defense is a much more high profile portfolio given the wars in Iraq and Afghanistan and the overall size of the department. It would hardly be a demotion, in some ways its an elevation because SecDef is second in command of 2.2 million troops.
