India is building a ballistic missle submarine, The other three countries would stick to conventionaly armed systems the rational for them to have them would be to use the nuclear propulsion systems to augment The subs patrol capabilities. If this tells me without doubt however that Iran is planning for nuclear weapons the sub iran is proposing is about the size of a trident. and the only reasonsomethingthat large is nucke missle carrier.
